MONTREAL—An initiative to create a single unit that would command and control all the city’s police forces was called off Monday as the head of Montreal’s police board said he wants the mandate to be turned over to police chief Marc Parent.
Police board president Christiane Vadnais, who worked on the plan with the chief, said Monday she has asked Parent to stand down as the force’s top cop.
“I want to be clear: I want to bring in a third person in this role,” she told the Star in an interview after a board meeting.
The civilian position has existed since 2002, when the city created a single civilian board that oversees all the forces, yet its budget and authority has never been clearly defined.
It was supposed to streamline the way the city’s police forces interact, but those were never established, and the force remains split between five boards that oversee different aspects of the job.
Vadnais said she is setting up a committee that will look at “different ways” to bring police forces under a single command, “including having a police chief,” she said.
“It’s very important to me that this move (to create a single police force) is done through consensus,” she said.

Vadnais said she is “in discussions” with several police commissioners and administrators from the various police forces. She wants to begin consultations within a month, and a mandate will be put to a vote on the board next month.
The move is also raising questions about the politics of the police board and how Montreal’s political leaders will respond.
The Liberal government, which is the police board’s biggest funder, has also resisted the move.
On Monday the government’s public safety minister, Steven Blaney, said the issue will be discussed “with the Montreal police.”

Add style or dimension lines directly to parts in your drawing. Choose from four lines (groove, tab, dashes, dots) and paint any color you like. You can also choose an accent color for a specific line type.

The new tab is based on templates that I developed based on my experience. This helps me to stay organized and on track.
You can also create your own templates, as you see with the new Attachments tab in the Create tab menu.
When you add an attachment, the drawing that you’re working in is added to the Attachments tab in the list of open documents.
You can then attach the files in this tab to mail or share your drawings with others.
If you select a drawing, you can then right-click the drawing name to attach it to the Attachments tab. You can also insert a link to the drawing.
You can also add attachments to documents that you’ve marked as read.
Connect to Office documents:
Bring in your Office files, such as Word or Excel, without using Microsoft Office.
You can also add your files directly from the Attachments tab.
You can now create a new drawing from the Attachments tab in the new Connect to Office dialog box.
You can also open files in the location that you specify in the dialog box.
You can also generate and create new drawings from files.
